The Newham PSHE Partnership
In September 2019, the DfE statutory guidance for ‘Relationships and Sex Education (RSE) and Health Education’ came into being, for enforcement within schools from Autumn 2020. In 2019, forward-thinking schools in Newham decided to create a partnership to allow for a smooth implementation of the guidance within their schools. The ‘Newham PSHE Partnership’ enables schools to make the most of the opportunities that the new statutory status of PSHE brings, whilst understanding and dealing with the complexities involved when working across various communities, cultures and religions.
The Tapscott Learning Trust are proud to be working alongside with The Newham PSHE Partnership, to administer the training, support and advice it provides.
The Newham PSHE Partnership is made up of:
- Around 80 primary and secondary schools (mainly from within Newham)
- The London Borough of Newham Council
- Claire Clinton - The Director of PSHE & RE Advisor for Newham
- Marie Hardy - PSHE Advisor for Newham
- Dr Jo Sell - REALationships, RSHE Advisor
- Sarah Heath - PSHE Advisor
Partnership schools receive a range of training, advice, information and support as part of their package from the partnership, and additional assistance and training is also available on a ‘pay by service’ basis.

Meet the PSHE Team
Claire Clinton - Director of Newham RE, School Council and PSHE
Claire has been an advisory teacher for over 20 years working in Essex, Redbridge, Newham and Barking and Dagenham as well as nationally for the DfE, QCDA, TDA and for RE Today services. She is passionate about children and young people being given the tools to be able to learn about and learn from religious and philosophical beliefs and practices.
Claire is at present Director of RE and RSHE in Newham, as well as the RE advisor in Barking and Dagenham. She leads nationally on the RE Leadership Programme and is the NATRE RE Ambassador for London; she also leads the London and South East Areiac group and sits on the NASACRE executive where her brief is SACRE training and professional development. Claire is part of the Ofsted RE working group.
Marie Hardie - Primary RSHE Advisor
Marie has taught for 20+ years in Newham
schools and in her career has taught all key stages as well as being an Advanced Skills teacher in PSHE and deputy head teacher in her primary school. She is an outstanding teacher, inspiring to watch and learn from. She is experienced in P4C (philosophy for children) and enjoys working in new schools and with new staff modelling high quality RE.
Dr Jo Sell - RSHE Advisor
Dr Jo Sell is an Honorary Research Associate at the UCL Institute of Education and brings over 30 years of experience in teaching, researching, training, and advising on Relationships, Sex and Health Education (RSHE) to The Partnership. She is a specialist RSHE advisor in several London boroughs and has long advocated for statutory RSHE, consulting with government and the Department for Education. Jo’s work explores the intersection of RSHE, parents, and equality, shaping the ideas of Student-Sensitive RSHE and Big Equality. She has published in the Sex Education Journal and delivered sessions for the British Educational Research Association and the Sex Education Forum.

Azaan Akbar - School Council and Pupil Parliament Lead
Azaan has taught RE and History in Inner London since 2017. He is currently teaching part-time at Plashet School and works as an Education Consultant and Debate Coach. After completing his Master's in International Social & Public Policy at the London School of Economics, he worked as the Director of Education UK at Debate Mate, one of the country's largest debate and oracy organisations. He continues to work with other debate and oracy organisations including the English Speaking Union and Noisy Classroom. He recently completed the Culham St. Gabriel's Leadership Scholarship programme, and has published work in the Journal of Philosophy of Education and for RE Today. He leads on the Newham School Council Network and delivers oracy training to pupils and teachers.
